TWIC Stakeholder Communication Committee Quarterly Meeting

On May 31, 2017, the Transportation Worker Identification Credential (TWIC) Stakeholder Communication Committee quarterly meeting was held at the Transportation Security Administration (TSA) Headquarters in Arlington, Virginia. Attendees included the U.S. Coast Guard (USCG), Universal Enrollment Services, TSA, industry representatives, and other stakeholders.

During the meeting, the USCG acknowledged the unintended consequences of the TWIC Reader Final Rule’s new classification of “Risk Group A” Certain Dangerous Cargo (CDC) facilities and recognized that there are now an unknown number of facilities that may be considered “Risk Group A.” The USCG reiterated its position that: (1) traditional CDC facilities (i.e., those that transfer CDC over their Marine Dock) are expected to comply with the TWIC Reader Final Rule by August 23, 2018; and (2) facilities that were not historically considered CDC facilities can expect implementation guidance and regulatory updates in the near future.
