TWIC Reader Final Rule Implementation Update

Earlier this year, the U.S. Coast Guard (USCG) informally announced that it intended to delay implementation of the Transportation Worker Identification (TWIC) Reader Final Rule until 2021 and re-issue a request for comment or other notice in the Federal Register.  As of the date of this Advisory, the USCG has not yet issued a request for comment or notice.

At the Critical Infrastructure Partnership Advisory Council (CIPAC) Chemical Sector Chemical Sector Coordinating Council (CSCC) meeting in October, the USCG stated that it is still considering several options with regard to the TWIC Reader Final Rule, including a delay, an amendment, a new regulation, or clarification through policy. While industry continues to await the long-anticipated delay notice, at least one Marine Safety Detachment has encouraged its known Risk Group “A” facilities to prepare for the August 2018 deadline, in case implementation of the full TWIC Reader Final Rule is not delayed
