Coast Guard Publishes Seafarers' Access NPRM

On December 29, 2014, the Coast Guard published a Notice of Proposed Rulemaking (NPRM) regarding Seafarers’ Access to Maritime Facilities. The NPRM would require MTSA-regulated facilities to implement a system that provides seafarers and others (e.g., ship agents, vessel pilots) with access between vessels moored at the facility and the facility gate, in a timely manner and at no cost to the seafarer or other individual.

 

While many facilities currently have systems in place to facilitate seafarer access, the NPRM would require all facilities to update their Facility Security Plans (FSPs) to include a description of their seafarers’ access system, including documenting specific details related to the system (e.g., the location of transit areas used for providing seafarers’ access, the maximum length of time an individual would wait for seafarers’ access, among others).
