The Department of Homeland Security (DHS) manages the PSGP through the Federal Emergency Management Agency (FEMA) to support maritime security activities. In 2017, DHS made $100 million available to state, local, and private sector owners and operators. Historically, over 500 PSGP applications are received annually. Per the FY 2017 Port Security Grant Program Awards Report and other data points:
- DHS awarded a total of 204 grants; a mere 32 grants were made to private sector companies;
- 172 out of the 204 grants (84%) were awarded to a government entity (e.g., state government, local government, first responder organization, police department, etc.) or a quasi-governmental organization (e.g., a Port Authority); and
- Collectively, Los Angeles – Long Beach, Houston – Galveston, and New York – New Jersey – Long Island governmental and quasi-governmental entities received over 34% of all available 2017 PSGP funds.
