Seafarers’ Access

 
In August 2017, the Department of Homeland Security (DHS) published its Semiannual Regulatory Agenda, which stated that it intends to publish the Seafarers’ Access Final Rule in October 2017.
 
The Seafarers’ Access Rule will require owner/operators of Maritime Transportation Security Act (MTSA)-regulated facilities to amend their Facility Security Plans to describe how they will enable seafarers and certain other individuals to transit between vessels moored at the facility and the facility gate in a timely manner at no cost to the seafarer or other individual.
