NTAS Alerts and RBPS 13 Responsibilities

On May 17, 2017, the Department of Homeland Security (DHS) updated its guidance for National Terrorism Advisory System (NTAS) implications on Risk Based Performance Standard (RBPS) 13 – Elevated Threats – to account for NTAS Bulletins.

DHS reiterated that, if available, NTAS Alerts will include information about the geographic region, mode of transportation, or critical infrastructure potentially affected by the threat. If a NTAS alert is issued that affects a CFATS-regulated facility, DHS expects the facility to implement security measures in accordance with RBPS 13 of their approved security plan. NTAS Bulletins communicate current developments or general trends regarding threats of terrorism. DHS expects CFATS-regulated facilities to monitor the NTAS system for Bulletins and to use their best judgement to apply any information posted in a Bulletin that may be applicable to a particular facility.
