DHS Semiannual Regulatory Agenda

The Department of Homeland Security (DHS) published its Semiannual Regulatory Agenda to provide the public with information about DHS regulatory activity and invite comments on any aspect of the Agenda.

Of note, DHS indicated that it is still reviewing the public comments received in response to the 2014 Chemical Facility Anti-Terrorism Standards (CFATS) Advanced Notice of Public Rule Making (ANPRM) regarding possible program changes. The Agenda identifies the date of the Notice of Proposed Rulemaking (NPRM) as “To Be Determined.”

The U.S. Coast Guard’s (USCG’s) Seafarers’ Access to Maritime Facilities Rule, which will require Maritime Transportation Security Act (MTSA)-regulated facilities to provide a system that enables seafarers and certain other individuals to transit between vessels moored at the facility and the facility gate in a timely manner at no cost to the seafarer or other individual, had a projected Final Rule publication of June 2018.
