CSAT 2.0 Notices – Final Tier Letters

 

On April 4, 2017, the Department of Homeland Security (DHS) began issuing facility tiering notifications based on the results of the Chemical Facility Anti-Terrorism Standards (CFATS) enhanced risk-tiering methodology. As of that date, approximately 9,000 updated Top-Screens had been submitted from the roughly 27,000 facilities that had previously reported holdings of Chemicals of Interest at or above the screening threshold quantity. Based on an analysis of the initial submissions, DHS estimated: (1) an increase in the CFATS-covered population – from 2,700 facilities to approximately 3,900 facilities; (2) 5% of the currently-untiered population would become tiered; (3) 5% of the currently-tiered population would become untiered; (4) 51% of the currently-tiered population would see a change in tier; and (5) 39% of facilities would see no change in tier.
