Comment Period for ICR Seeking to Expand CFATS Personnel Surety Program to Tier 3 and 4 Facilities Closes

 
The comment period for Chemical Facility Anti-Terrorism Standards (CFATS) Personnel Surety Program (PSP) Information Collection Request (ICR) to expand the CFATS PSP to Tier 3 and 4 high-risk chemical facilities closed on July 18, 2018. This was the second such ICR, and it addressed comments submitted in response to the 60-day notice published on December 27, 2017.
 
As it’s currently implemented at Tier 1 and Tier 2 high-risk chemical facilities, the expanded CFATS PSP will require Tier 3 and Tier 4 high-risk chemical facilities to “implement measures designed to identify people with terrorist ties” for facility personnel or unescorted visitors with access to restricted areas or critical assets (i.e., affected individuals).
 
Once expanded, the CFATS PSP will essentially require Tier 3 and Tier 4 high-risk chemical facilities to: (1) directly submit information to DHS about an affected individual; and/or (2) visually inspect an affected individual’s enrollment in another DHS program (e.g., Transportation Worker Identification Credential (TWIC), Hazardous Material Endorsement (HME), Trusted Traveler).
