Coast Guard Publishes Long-Awaited Seafarers’ Access Final Rule
The U.S. Coast Guard (USCG) published its long-awaited Seafarers’ Access Final Rule on April 1, 2019. The Final Rule implements a 2010 law requiring Maritime Transportation Security Act (MTSA)-regulated facilities to “provide a system for seamen assigned to a vessel at that facility, pilots, and representatives of seamen’s welfare and labor organizations to board and depart the vessel through the facility in a timely manner at no cost to the individual.’’
No later than February 3, 2020, a facility must describe the process to ensure seafarers’ access in its approved Facility Security Plan (FSP). Accordingly, the facility must submit its FSP amendment to the USCG no later than December 3, 2019.
