CFATS Personnel Surety Program Expanding to Tier 3 and Tier 4 High-Risk Chemical Facilities

 
The Department of Homeland Security (DHS) Infrastructure Security Compliance Division (ISCD) has issued a notice seeking comments until February 26, 2018 regarding the expansion of the Chemical Facility Anti-Terrorism Standards (CFATS) Personnel Surety Program (PSP) to Tier 3 and Tier 4 high-risk chemical facilities.
 
As its currently implemented at Tier 1 and Tier 2 high-risk chemical facilities, the expanded CFATS PSP will require Tier 3 and Tier 4 high-risk chemical facilities to “implement measures designed to identify people with terrorist ties” for facility personnel or unescorted visitors with access to restricted areas or critical assets (i.e., affected individuals).
 
Once expanded, the CFATS PSP will essentially require Tier 3 and Tier 4 high-risk chemical facilities to: (1) directly submit information to DHS about an affected individual; and/or (2) visually inspect an affected individual’s enrollment in another DHS program (e.g., Transportation Worker Identification Credential (TWIC), Hazardous Material Endorsement (HME), Trusted Traveler).
