About Chemical Facility Anti-Terrorism Standards



CFATS requires facilities that possess any of the chemicals at the quantities and concentrations listed in Appendix A to submit facility and facility-related information to DHS via a secure web portal called the Chemical Security Assessment Tool (CSAT). This process is known as the Top-Screen and must be completed no later than 60 calendar days after coming into possession of a Chemical of Interest (COI) at or above the applicable Screening Threshold Quantity (STQ). With the launch of the Chemical Security Assessment Tool (CSAT) 2.0, DHS updated the Top Screen Instructions in October 2016.
